PERMIT #: M-1974-069 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: September 16, 2015 <br />bindweed, tamarisk, russian olive) present on site. This is a problem for failure to employ weed control <br />methods for state listed noxious weed species within the permitted area, and to reduce the spread of weeds to <br />nearby areas as required by Section 3.1.10 (6) of the rule. <br />CORRECTIVE ACTIONS: Implement approved weed control plan and provide proof to the Division that this has <br />been done. If a weed control plan is not already in place, the operator shall develop a weed control and <br />management plan in accordance with Section 3.1.10 (6) of the Rule. This plan should be developed in <br />consultation with the county extension agency, or weed control district office and should include specific <br />control measures to be applied, a schedule for when control measures will be applied and a post-treatment <br />monitoring plan. This weed control plan shall be included as part of the AM03 submittal <br />CORRECTIVE ACTION DUE DATE: 10/16/15 <br />INSPECTION TOPIC: Signs & Markers <br />PROBLEM/POSSIBLE VIOLATION: Problem: The affected area boundary markers are missing or incorrectly <br />placed. The markers for the south boundary of the permit, as well as the area to be included in AM03 were not <br />present. This is a problem for failure to maintain boundary markers around the affected area as required by <br />Section 3.1.12(2) of the rule. <br />CORRECTIVE ACTIONS: The operator shall conduct a survey and replace the boundary markers in the correct <br />location(s). The operator shall provide proof to the Division that this has been done by the corrective action <br />date. <br />CORRECTIVE ACTION DUE DATE: 10/16/15 <br />OBSERVATIONS <br />This was a preoperational inspection for AM03 conducted by Eric Scott of DRMS for the Larimer Pit site <br />operated by Loveland Ready Mix. The site is an active 112c sand and gravel permit. DRMS met with permittee <br />representative Stephanie Fancher and permitting consultant Rodney Harr at the Loveland Ready Mix Larimer <br />Pit batch plant office at approximately 1100 and toured the site with them. <br />AM03 proposes to add 32 acres of agricultural land (currently alfalfa field) to the south east area of the <br />existing permit. The required postings for AM03 were present on the fence surrounding the area and visible <br />from the adjacent roads (Photo 1). <br />Approximately 15 acres of the AM03 area is proposed to be mined and reclaimed as lined water storage. The <br />existing permit area will be reclaimed as previously approved as water storage, recreational, and wildlife <br />habitat. The pre-existing concrete batch plant will be allowed to remain after mining is completed as a valid <br />non -conforming land use (Photo 6). The current mining activity is taking place at the southeast area of the <br />permit in Cell 20 (Photo 5) <br />If identified properly as industrial/commercial in the AM03 application, the batch plant and surrounding area <br />may be released from the permit after the amendment is issued. Remaining reclamation work for the site will <br />consist primarily of earthwork, sloping of remaining shorelines, lining the new 15 acre pond to SEO standards, <br />revegetation, and weed control. <br />As noted previously in this report, several issues were noted during the inspection that will require corrective <br />Page 2 of 4 <br />
