EXHIBIT S <br />(Permanent Man-made Structures) <br />The permanent man-made structures within 200 feet of the affected area are shown on <br />Exhibits A-2, B, and C-2, and they are specifically listed as "Improvements" on page 4 of <br />the Mining Plan (Exhibit D of this Reclamation Permit Application). None of these <br />structures will be adversely affected by Moffat County's development and operation of <br />the Amended Smith Pit No. 20. <br />It should be noted that Moffat County has a Reclamation Permit to mine in Lot 11, <br />Section 18, T12N, R93 W of the 6th P.M. (see Exhibit C-2 and C-4); and that there is a 4 - <br />wheel Drive Trail running the length of Lot 11. The BLM has designated a large block of <br />land in that vicinity as "Restricted Travel Area", which means that this two track road is <br />no longer a legal access route; therefore, it may not have a "defined, current and <br />recognizable value of an economic nature! Moffat County will not preserve this trail <br />during the mining phase, or replace it during reclamation — unless the BLM (Little Snake <br />Field Office) requests us to do so (see Mining Plan — Exhibit D — page No. 5). <br />EXHIBIT S <br />(Permanent Man-made Structures) <br />
