2
Lot 11 (11.53 ac)
T12N, R94W, Section 13:
Lot 1 (8.65 ac)
Lot 5 6.50 ac
Total: 42.62 acres
Amendment No. 1 adds the following legal descriptions to Zone No. 1:
West'/2 of Lot 5 in Section 18, T12N, R93W (12.21 ac.)
East 1/2 of Lot 14 in Section 13, T12N, R94W14.27 ac. .
26.48 ac.
Zone No. 1 = 42.62 ac.
Amendments =26.48 ac.
Total acres in this Amendment 1 permit application =69.10 ac.
The primary purpose for Amendment No. 1 is to increase the area south of County Road
No. 4 (CR No. 4) to accommodate the larger crushing and hauling equipment that Moffat
County now uses. The Road Department will continue to mine gravel and clay on the
north side of CR No. 4, and to mix the clay with gravel produced both on the north side
of CR No. 4, and to be mined on the south side of CR No. 4. The County may stockpile
the construction materials (including crushed road base mixed with clay) in the mining
zones on both the north side and on the south side of CR No. 4.
Changes in 1990 Exhibit D (Mining Plan -Attached)
It is necessary to build provisions into this Amended Mining Plan (and Reclamation Plan)
that were not included in Exhibit D and Exhibit E when we filed in 1990. For example:
1990 Exhibit D (Item 2) specifies a seed -mix formula to stabilize topsoil piles:
"_ by seeding them to perennial Native Wheat Grass broadcast at the
rate of 0. S pounds of pure live seed per 1000 sq. feet of area. "
Moffat County, the BLM, and the Division of Reclamation, Mining and
Safety have replaced all of our individual seed mix formulas with the
Formula on Exhibit E-2.
(Item 3)
"... there will be no surface or ground water intercepted, impounded or
diverted in the operation... "
The issues concerning surface water and ground water are clarified below
to account for local stormwater accumulation (see heading: Groundwater)
(Item 4)
"The size of areas to be worked at any one time will be limited to 15
acres...
Smith Pit No. 20 Amendment No. I — Moffat County Road Department
