9/15/2015 <br />State.co.us Executive Branch Mail - Fwd: MR -144- Colowyo Mine <br />You should be receiving an application for MR -144 toady for Colowyo via FedEx. Operationally we need to move <br />this topsoil as quickly as possible. Within the MR -144 application I have proposed a larger footprint of topsoil <br />pile 16C, and movement of topsoil pile 161 and topsoil (not stockpile) directly to the west of 161 to be direct <br />hauled the 2015 West Pit reclamation unit. We are anticipating a very large amount (approximately 300,000 <br />yards) of topsoil and would like to move on this as soon as possible to facilitate reclamation and because we <br />have stockpiled so much coal in response to the potentially shutdown that we can fully concentrate on <br />reclamation this fall. My apologies for not submitting this sooner and now pushing you to review as quickly as <br />possible, but we did not know what was going to happen on Sept. 6 that would have potentially shut us down. <br />That issue in many respects has affected us in many ways as you could possible imagine.
