August 25, 2015 C-1980-007/West Elk Mine JRS <br />been completed to cross -cut 6. The E6 development work has been completed and West Elk anticipates starting a <br />longwall move in early September. Mining is progressing as permitted and shown on Map 51 - E -Seam Projected <br />Operations. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11: Drainage Control; Surface <br />Stabilization; Placement: <br />- The operator was hauling refuse from the RPE to the RPEE at the time of the inspection. The material was being <br />placed in a small stockpile until it could be spread and compacted. The surface of the RPEE appeared to have <br />positive drainage and no water was pooling on the surface. They were working on a lateral drain above the <br />working area to the east to intercept water from the slope. They were also repairing the minor rilling and slumping <br />that occurred on the reclaimed third lift. This area will be seeded and matted this fall. <br />- The RPE was stable at the time of the inspection. The surface appeared to be well compacted and no water was <br />pooling on the surface of the pile. Most of the material from the F -Seam rehab work has been moved to the RPEE. <br />The reclaimed slopes were well vegetated and stable and no erosional problems were noted. <br />ROADS — Rule 4.03: Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- The main haul/access road to the office was recently chip sealed. This operation resulted in a large amount of the <br />rock material being pushed into the roadside ditch. The operator was in the process of removing this material <br />during the inspection. <br />SUPPORT FACILITIES - Rule 4.04: <br />- In last month's SL -08 bond release inspection it was noted that many of the reclaimed panel E3 holes did not <br />have the required borehole markers. Photographic verification was sent several weeks later by Jessica Loveland. <br />During the inspection three locations were spot checked for the required borehole markers. These locations were <br />E3-32.5, 36 and 40. All of the markers were in place as required.
