(Tri-State) has received your adequacy <br />review letter for TR -10, dated August 21, 2015 and provides the following responses on behalf of <br />Western Fuels -Colorado, A Limited Liability Company (WFC) New Horizon North Mine. <br />1. The Lambert and Associates ' geotechnical report provided two 'moist' unit weights but it <br />appears that the pond embankment is homogeneous. It is assumed that this is a typo and that one <br />of the numbers is the dry density weight. Please clarify why two `moist' soil weights were <br />provided. <br />Response: Additional description has been provided to denote the ASTM Methods utilized to <br />determine the compaction percentage, and to clarify the two moist soil weights that are provided. <br />The two moist soil weights are not a typo as indicted by the Division. <br />Included in this adequacy response package are revised materials in response to your adequacy <br />comments and a change sheet index to assist with incorporating the revised materials into the permit <br />document.
