PERMIT #: M-1985-038
tNSFECTOWS INITIALS: ACY
tNSFLU I ION DATE: September 8, 2015
U13SEKVA'1'1UNS
This inspection was conducted By tRe Division of Reclamation, Mining and Safety (Division) in response to the
request for surety release that was submitted by the operator on August Z$, ZU15. There was no
representative for Colorado Lien Company during the inspection. riuwevCr the Divisiun spuke witR Ciint BeLIZ
a representative uf the operator prior to tRe inspection. Amy Yeldell of the Division conducted the inspection.
Photographs are included in this report to illustrate same of the conditions that were observed during this
inspection.
The Ritle Quarry is a 112c permitted site that cunsists of 4u acres. It is Located approximately 15 miles
northwest of Ritle and is accessed trom Gartield County Road 292.
The mine identiticadon sign and attecied area boundary markers remain in place and in compliance with Rule
3.1.1Z. i he mine identitication sign is on the lett side of the access road as you enter the site.
The quarry is currently not active and the entire site is in final reclamatiun phase awaiting reiease. Igo
equipment or fuel is stored on site.
TRe seeded access road remains a two track but is revegetatCd well considering the public veRicie trattic. I he
castCrn base uf the quarry where the access road leads consists of a dam Iike wall 15'-20'. Once up the bench
the tloor is a gradual incline where the center of the draw is the deepest and the majority of stormwater
flows.
Both the site and the access road have been rzclaimCd using drill seed method witR the approved seed mix.
The disturBed areas of tRis site are extremely rocky with little to no soil or organic material fur establishment
of plants. Lower eastern portion has less than 5% veg and is approximately 1.5 acres. The western portion of
the excavations have sedimentation through stormwater run-on. This deposition of soil Has penetited the site
and allowed for much more successtul revegetation as compared to the rockier eastern purtiun. i here is gaud
species density and diversity whzrC Buil is adequate in this seiect area.
5everal nuxiuus weeds were noted; summon Mullen, hounds tongue and thistle.
Silt tense BMP remains in the center of the draw and all panels were damaged and non-functiunal. i empurary
(non -natural) BMPs cannut remain in released sites. Staff recommends torming a natural Butter/berm to slew
down stormwater tlow But allow for deposition of eroded coil. Uving the higRly permeable nature of this site
BIVIPs may no longer Be needed it above gradient areas are stabilized.
Current vegetation of the entire site does not support the post mine land use of wildlite Rapitat due to lack of
plant establishment. At tRis time, the Division does not teel that this site meets the requirement for
reclamation release.
It is recommended tu improve the success of reclamation that the operator increase the plant growth medium
present. Drill seeding into Barren rock has proven to be ineffective. Seed germination requires good soil to
seed contact which needs to be tostered. Adding organic material such as compost or utilizing
hydroseeding/hydrurnulching methods may give seeds tRe extra advantage to stimulate germination. "Note
Page L of y
