That demolition was stopped and the damage was partially repaired with a steel patch of the prestressed <br />team beam roof on the north end. We never asked for the raw coal recovery tunnel to be retained. In the <br />interval years the concrete roof and the concrete retaining walls have continued to deteriorate, leaving a <br />particularly hazardous east retaining wall on the south end. Then an event happened this summer that could not <br />have been anticipated by us. The hydraulic operating system for the coal gates was left in place and its <br />failure caused the oil spill in June. The hydraulic cylinder has been removed, but the hydraulic oil lines are still <br />in place. The soil berm or dam that was placed at the north end has been pushed into a pile and it no longer <br />retains storm water from leaving the tunnel. There was an oil sheen on the storm water puddles in the tunnel on <br />August 30, 2015. Either oil is continuing to leak or the oil contaminated soil berm is the source of the new <br />oil. Your letter is dated September 1, 2015, which is prior to September 5, 2015, when you said that you were <br />going to inspect the tunnel; have you seen what I reported to you on August 31, 2015?. The raw coal recovery <br />tunnel terminates in a dead end in what appears to be a dangerous condition for wildlife in case they would use <br />this tunnel for a den.
