The weather was partly cloudy during most of <br />the day on 9/1, and sunny on 9/2. The focus of this inspection was observation of vegetation condition and <br />sampling efforts of consultants for potential bond release data collection. The inspector stopped in at the New Elk <br />mine office to check in with Louis Head prior to heading to the Lorencito Mine site. Arcadis Consultants met the <br />inspector at the Lorencito grassland reference area. <br />Louis informed the inspector that the mine site had received a high intensity rain event in August that measured 3 <br />1/4 ". <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The spoil fills were inspected: <br />The top 2 slopes of Fill 9 have poor vegetative cover composed primarily of annual species. Very little topsoil <br />appears to remain on the surface. The surface of the top two slopes of this fill are very rocky. Fine sediment has <br />been deposited on the benches below the bench slopes. The lower two slopes exhibit healthier stands of perennial <br />grasses and forbs. These lower slopes have good stands of Galleta grass, occasional rose, Winterfat, Intermediate <br />wheatgrass, and even plains prickly pear (Photo). Less soil erosion was evident on these lower fill 9 slopes. Pond <br />9A was holding a pool of murky water but was not discharging. Sediment was visible on the northern banks of <br />pond 9A (photo). Perimeter ditches on Fill 9 were holding up well and did not appear to have breached or <br />undercut in the recent high intensity precipitation event. <br />Fill 8 is north facing. Perennial vegetative cover on the face of fill 8 is good. There was no evidence of recent <br />ditch breaches, gully formation or other erosional features on the face of fi118. <br />Fill 7 is south facing. The perennial vegetative cover on fill 7 was good.
