TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: PO BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
September 3, 2015
RE.fs
WW W.• r 7
Mr. Rob Zuber
Environmental Protection Specialist SEP a
Colorado Division of Reclamation, Mining & Safety
Department of Natural Resources pIvision of & SafetYtc
1313 Sherman Street, Room 215 NI'nln9
Denver, CO 80203
RE: Colowyo Coal Company L.P.
Permit No. C-1981-019
Technical Revision No. 105 (TR -105), Post Mining Topography Modification
Adequacy Response
Dear Mr. Zuber:
Tri-State Generation and Transmission Association, Inc. (Tri-State), is the parent
company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company
L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting this adequacy response
for TR -105 to Permit No. C-1981-019. Tri-State received your email adequacy comment, dated
August 28, 2015, and is providing the following response:
The Division is correct that there was a networking issue in the SEDCAD model near
Stockpond 1. The networking issue has been corrected. However, correcting this
error caused some changes to the model which have been submitted herein.
Correcting this issue had negligible impacts of the overall results for the 100 year
and 10 year 24 hour model for the Streeter Ditch and Pond models.
As for the reduced flows that are occurring into the Streeter Pond in relation to the
Stoker Ditch confluence occurring below Stockpond 1, this is occurring because of
the reduced flows occurring farther upstream in Streeter Ditch from Stockponds 2 -4.
There is a further reduction in flows from the modeled 3 ac. ft stockpond instead of
the 2 ac. ft. that has been included in previous models. The Stoker Ditch contributes
a very minor amount of runoff when compared to the reduced flows from all 4
upstream stockponds.
CRAIG STATION ESCAIANTE STATION NUCLA STATION
P.O.
