August 20,2015 C-1981-035/King Coal Mine RAR <br /> SIGNS AND MARKERS- RULE 4.02 <br /> - Mine Identification signs, Permit Boundary markers, and surface disturbance markers were installed <br /> as required throughout the areas visited(Photo 1). <br /> - Topsoil Stockpile Markers were clearly marked and easy to identify. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3);Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)/4.03.2(5) and(6);Reclamation 4.03.1(7)/4.03.2(7): <br /> - The roads at the King I and II areas were in good condition. The main haul road at King II was also <br /> in good condition and watered to suppress dust. <br /> - Hay Gulch Road was watered to suppress dust and haul trucks were observed to be traveling at <br /> approximately 20 miles per hour. <br /> - The East Clearwater Ditch along the main haul road was clear of obstructions and appeared to be <br /> stable with no signs of erosion. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> - The coal at stack tubes 91 and 92 were contained in the designated areas (Photo 2). <br /> - During the inspection a number of highway haul trucks were loaded. <br /> HYDROLOGIC BALANCE- Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge Structures 4.05.7, <br /> 4.05.10;Diversions 4.05.4; Effluent Limits 4.05.2; Groundwater Monitoring 4.05.13; Surface Water <br /> Monitoring 4.05.13;Drainage Acid and toxic Materials 4.05.8;Impoundments 4.05.6, 4.05.9; Stream <br /> Buffer Zones 4.05.18: <br /> - The sediment pond at King II was not impounding any water, and therefore there was no discharge <br /> (Photo 3). The primary and emergency spillway were both clear. <br /> - The West Clearwater Ditch and East Clearwater Ditch were clear of obstructions and did not show <br /> signs of erosion. The East Clearwater Ditch had been sprayed for weeds. <br /> - Both the West and the East Sediment ponds at the King I Mine were impounding water(Photos 4 <br /> and 5). There was no discharge from these ponds. Bear Tracks were seen in the soft,muddy floor <br /> of the West Pond. <br /> - There are three wells in Hay Gulch that are sampled quarterly. <br /> - The culvert at sediment pond in the Equipment staking area behind the weigh station is <br /> retaining sediment and should be dug out by the next inspection. Also,the outlet has been <br /> crumpled in (Photo 6). <br /> - The Clearwater Ditch at King I was mostly clear. There are a couple of Chamisa establishing in <br /> the ditch at the top of the channel (Photo7),these should be removed. <br /> TOPSOIL- Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4: <br /> - The sediment pond, topsoil stockpile and the main topsoil stockpile were well vegetated.
