August 25, 2015 X-2012-223-11/2012 NOI -Oak Mesa Area JDM <br />OM -12-27 — The total disturbance consists of 0.53 acres of access road and drill pad. The drill pad was <br />enclosed with electric fence with the access open. The electric fence was down and not functional at the <br />time of the inspection. Both the pad and access road showed evidence of heavy grazing and areas of bare <br />ground and lack of vegetation. No noxious or invasive vegetation was observed; however standing dead of <br />common Mullen was observed on the pad. The reclamation and seed bed was noticeably different than <br />other sites with a smooth finished grade rather than a rough grade. This site will require additional time to <br />ensure that the native vegetative cover shall be capable of stabilizing the soil surface. The reclamation <br />liability to seal and abandon the hole and backfill and regrade the site will be released.
