<br />1.The Division previously granted a variance from topsoil removal in accordance with <br />Rule 4.06.2(2)(a). Specific areas which the operator will not strip topsoil are limited <br />to rocky areas which occur over limited areas throughout the mine area. Each area <br />approved is handled separately as a minor revision to the permit and no general <br />variance is currently approved. <br /> <br />V. Sealing of Drilled Holes and Underground Openings <br /> <br />Sealing of wells, holes, and other openings is discussed in Section 3.3 of Vol. III of the <br />permit application. Trapper Mining Inc. has bonded for the sealing of up to 75 <br /> <br /> <br /> <br />1.The Division will require that each hole, well, or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br /> <br />VI. Use of Explosives <br /> <br />The blasting plan, as well as other items related to blasting, is discussed in Section 3.4 of <br />Vol. III of the permit application. <br /> <br /> <br />1.The Division has previously approved blasting at times other than those described in <br />the blasting schedule due to unavoidable hazardous situations. These situations <br />include elimination of misfires, adverse weather, equipment failure, and safety related <br />reasons. (4.08.3(2)(b)(v) and (4.08.4(2)). <br /> <br />VII. Disposal of Excess Spoil <br /> <br />Section 3.5.3 of Vol. III of the permit application discusses the disposal of excess spoil. <br />Trapper proposes to remove approximately 24.6 million cubic yards of overburden spoil <br />material in the K Pit and place the material in one permanent fill, the Horse Gulch Fill. <br />Much of this material is located within the landslide that occurred in the K Pit in October <br />2006. Appendix T of the permit application contains engineering designs for the Horse <br />Gulch Fill. Originally, two fill areas were proposed; Horse Gulch Fill and K Pit Buttress <br />Fill. In accordance with TR106 and Appendix T, the K Pit Buttress Fill is not longer <br />required. <br /> <br />The Horse Gulch Fill is constructed utilizing dragline spoil from the K Ridge Pit and <br />truck/loader spoil from K Pit. The dragline portion was first constructed through typical <br />dragline spoiling. The truck/loader portion of the fill is constructed in horizontal lifts <br />placed on the floor of Horse Gulch. Lifts will not be more than 100 feet thick and will <br />typically be 25 to 50 feet thick. The west face of the fill will have an overall slope not to <br />exceed 3H:1V. A 30-foot wide bench will be constructed every 100 vertical feet. <br /> <br />The Horse Gulch Fill will be inspected in accordance with 4.09.1(11). A certified report <br />will be submitted to the Division within 2 weeks after each inspection to certify that the <br />fill has been constructed as specified in the design approved by the Division. <br /> <br /> <br /> <br />35 <br /> <br />Trapper MineJuly 9, 2013 <br /> <br />
