The Coal Gulch culvert under Coal Creek Road became clogged forcing the water over the <br />Coal Creek Road and back into Coal Creek. In summary, the damage to the Pond 11 reclamation was caused by <br />water flowing onto the permit area and then overwhelming the Coal Gulch culvert which was not designed to <br />handle that much water. <br />SCC hired a contractor to remove the debris and rocks from the Coal Gulch culvert which is in the permitted area. <br />The rocks were moved to the banks and the extra soil was placed on the Coal Creek Road berm. SCC has not <br />determined what it is going to do with the sediment on the Pond 11 area yet. <br />Several ditches were also damaged due to the large rain event and needed some repair. Large rocks in the <br />channels of D -D3 (photo 5) and D -D2 had to be removed. Sediment was removed from ditches D -D5, D -D9 and <br />D -D 10 (photo 6). <br />The areas of Ponds 6 (photo 7) and 10, which are along Coal Creek, held up well during the storm event. <br />Water was seeping from the sides of the South portals at ground level into the drainage ditch. Ms. Hammond <br />explained that this seepage is normal because of the French drains that are in place under the backfill. The water <br />was not seeping from higher on the backfill area which is what occurred when the mine workings filled with <br />water. The soil of the backfill was dry. <br />Some sediment in the Roadside Refuse Disposal Area diversion ditch was cleaned out (photo 8). The sediment <br />was located where the borrow area drainage channel enters the diversion ditch. The lower part of the diversion <br />ditch was in good condition. <br />The diversion ditch on the North Decline area was in good condition. <br />The ditch leading to the Carey pond was dry. The Carey pond was also dry. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The lower sediment ditches around the coal waste piles did not have an excessive amount of sediment <br />accumulation. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Substation A was in good condition. There were no signs of erosion. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />A tamarisk tree was removed and treated where ditch D -D12 flows into Coal Creek. It appeared like the <br />root was trying to re -sprout.
