Therefore, Tri-State is formally notifying you on behalf of Western Fuels - <br />Colorado of the peak particle velocity limit (Rule 4.08.4(10))from a blast that occurred at the New Horizon North <br />Mine on August 7, 2015. As I indicated to you on the phone this morning (August 15, 2015 at 8:15 AM), a <br />seismograph at a dwelling west of the blast that occurred on August 7, 2015, registered 1.01 inches/second for the <br />peak particle velocity for ground vibration from the blast. <br />At this time we are gathering specific information regarding the blast that occurred on August 7, 2015, and also <br />evaluating the blasting program at the mine to ensure this limit is met with future blasts. The peak particle velocity <br />limit has never been an issue prior to this blast, and we are fully committed to ensuring compliance with all the rules <br />when conducting blasting at the New Horizon North Mine. <br />Tri-State will be following up with you directly in the very near term with the specific information related to the blast, <br />and to fully discuss this with you.
