New Horizon Mine <br />III. Summary of Reclamation and Management <br />A. General Description <br />The areas applied for under this application were reclaimed in 2010 and 2015 respectively. As <br />shown on Map 1, each area requested for bond release is a road structure. <br />The ten-year minimum bond liability period is not applicable for permanent county roads, as <br />once construction is complete, they are re -opened to the public for use by Montrose County. <br />Montrose County has provided their acceptance of the roads which is contained in Appendix B. <br />B. Topsoil Replacement <br />The applicability of Rule 4.06.4 does not apply to permanent road structures. <br />C. Revegetation Success Demonstration <br />The applicability of Rule 4.15.8 does not apply to permanent road structures. <br />D. Post -Mining Land Use <br />The post -mining land use for the areas applied for is county roads. Both areas applied for were <br />county roads in their pre -mine condition; therefore, the post -mine land use has been achieved. <br />E. Surface and Groundwater Impact Analysis <br />An analysis pertaining to surface and groundwater impacts is not applicable to permanent road <br />structures. <br />SL -17 Phase III Bond Release Application Page 5 <br />
