INTERNAL MEMORANDUM <br />Date: April 16, 2015 <br />To: Tabetha N. Lynch, Lead Specialist <br />From: Marcia L. Talvitie, P.E. <br />Subject: Trapper Mine (Permit No. C-1981-010) <br />Review of March 2015 Semi -Annual Geotechnical Monitoring Report <br />At your request, I have reviewed the Semi -Annual Geotechnical Monitoring Report (GMR) from <br />Trapper Mining, Inc., dated March 26, 2014. The report covers the period of time between <br />September 24, 2014 and March 25, 2015. <br />Geotechnical monitoring for the East Panel Landslide is addressed in Section 3.3.3 of the Permit, <br />which is being updated under the pending Permit Revision No. 7. <br />The number of GPS active stations (recording X -Y -Z coordinates) is presently three — Sites 8, 9 <br />and 10. The last remaining piezometer, at Site 8, ceased to operate in November 2013. Data <br />continued to be collected from inclinometers installed at three levels at Site 8. I have no <br />comments or concerns regarding the reported data. <br />The continuous monitoring program was developed as part of a new ground control plan <br />submitted to MSHA and was implemented in 2009. In March 2014, I phoned Tonia Perkins, <br />P.E., of TMI to inquire about the status of the monitoring program and TMI's obligations to <br />MSHA. Ms. Perkins indicated that since mining within the Landslide area is virtually complete, <br />the company planned to approach MSHA regarding revising the ground control plan. She <br />anticipated that this would occur within the next six months. She said TMI might then re -drill <br />and reinstall Site 8, and relocate the equipment from Site 7 to a different spot. Monitoring would <br />potentially be continued for TMI's own use, rather than as a requirement of MSHA. <br />In my April 7, 2014 review of the March 2014 GMR, I suggested that it would be helpful in the <br />next semi-annual report for TMI to include any updated information regarding MSHA's <br />requirements and any changes to the ground control plan that are anticipated or have occurred. <br />Section 3.3.3 of the permit should be updated as appropriate. Neither the Sept -2014 nor the <br />current Mar -2015 reports have addressed this topic. Please request that TMI provide the <br />Division with an update on the current status of the ground control plan as it relates to MSHA <br />requirements in the slide area.
