I, Jared Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the <br />inspection. Ms. Gloria Sargent and Jesse Dillon with Cedar Creek Associates, Inc. accompanied me during the <br />inspection. The weather was sunny and warm. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Moffat County Mining (MCM) has hired Cedar Creek Associates Inc. (CCA) to conduct vegetation sampling of <br />the reclaimed Utah Tract and the Williams Fork Strip Pit as well as their respective reference areas in order to <br />prepare a bond release application for these sites. The purpose of this inspection was to evaluate the vegetation <br />sampling methods used, observe the reference areas and to insure the consultants conducting the sampling are <br />familiar with the permit and regulatory vegetation sampling and reclamation success standards. CCA intends to <br />measure vegetation cover, production and shrub density in the parcels in question. Data collected will also be used <br />to evaluate species diversity. The revegetation success standards and vegetation monitoring techniques for the <br />Utah Tract and the Williams Fork Strip Pit are discussed in Section 2.05 of the permit. More detailed information <br />regarding the Williams Fork Strip Pit is discussed in Exhibit 24 of the permit. CCA generated random sampling <br />points within each parcel to be sampled. They navigate to each point using a GPS devise. <br />Vegetation cover is measured using the point intercept method along a 50 meter transect. The orientation of the <br />transect is selected by spinning a spike in the air; the direction the spike lands on the ground is the direction the <br />transect will run. Every meter along the transect two points are collected using a ridged framed scope. A point is <br />recorded on each side of the transect at every meter. The cover sampling method observed is different than the <br />method currently approved in the permit. <br />For production, at each sample point, a 1/2 square meter hoop is randomly placed. The annual herbaceous growth <br />within each quadrat is clipped and placed in paper bags and separated by life form.
