Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Terror Creek Loadout conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. There was no company representative present on the inspection. The weather <br /> was warm and sunny and the ground was dry. <br /> HYDROLOGIC BALANCE -Rule 4.05: Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br /> 4.05.9; Stream Buffer Zones 4.05.18: <br /> -The sediment pond had a small pool of water in the bottom at the time of the inspection. The pond embankment <br /> was well vegetated and stable and no erosional problems were noted. <br /> -The roadside ditches were all dry at the time of the inspection. The inslopes were all well vegetated and there <br /> were no erosional problems noted on the inslopes or bottom of the ditches. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> -The operator has moved a portable (skid-mounted)crusher and screener from the Elk Creek Mine to the Terror <br /> Creek Loadout. This was done because the equipment currently at the loadout is only marginally functional. The <br /> loadout was operational, and has been for several weeks. The coal being produced is stoker and lump and is <br /> strictly for the local coal sales market. The operator is receiving its coal from the West Elk Mine and is using a <br /> third-parry contractor to run the operation. All of the operations at the Terror Creek Loadout are consistent with <br /> those permitted. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> -The three "normal'coal stockpiles (lump, stoker and fines)were empty at the time of the inspection. All of the <br /> current operations have been moved to the east of this area and east of the truck dump. The small crusher and <br /> stockpiles basically fit within the haul road loop from the scale to the dump. <br /> -The fuel island area was stable at the time of the inspection. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 2 of 7 <br />
