The moisture content of the <br />overburden should be adjusted to within the range of +/- 2% of Standard Proctor optimum <br />moisture at the time of compaction. <br />Permeability tests were previously complete on similar soils on remolded samples using the <br />falling head method. Results of those permeability tests are attached. State of Colorado <br />regulations require that seepage rate of groundwater into the pond be limited to 0.03 cubic feet <br />per day per square foot of wall when the pond is empty. Based on results of the laboratory <br />permeability tests and proposed configuration of the pond lining, we believe the seepage rate will <br />be significantly less that allowed by the state requirements. We recommend the liner be re- <br />evaluated prior to the installation since the regulations and requirements may change by the time <br />the liner is actually proposed for installation.
