EXHIBIT E - Reclamation Plan <br />The following information pertains to the Colorado Division of Minerals and Geology Permit # <br />1974-069 for Loveland Ready Mix Concrete, Inc.; Larimer Pits. <br />The general plan is unchanged. The strategy is to leave a series of open meadows, wetlands, and <br />ponds interconnected by landmasses for roadways, open areas, and areas for camping, hiking, <br />and fishing. Native drought tolerant grasses will be established that do not need irrigation. The <br />remaining ground water ponds are shown on the Reclamation Plan Map at their anticipated size <br />after reclamation is complete. Cell #21 will be lined and can be an open meadow or used for <br />future water storage or stormwater detention. The anticipated size of each pond is shown in <br />Exhibit C-2 and F. The reclamation time schedule correlates directly with the mining time <br />schedule contained in Exhibit D. <br />Reclamation will occur concurrently with mining, and final reclamation of each pit area is <br />completed as the mining operation moves to the next pit. In addition, reseeding will be done in <br />twelve-month intervals for dust control. Therefore, any areas that need seeding and are not <br />involved in the mining operation will be reclaimed in approximate 12 -month intervals. All <br />overburden/topsoil will be stockpiled no more than 250 feet from where it will be placed for final <br />reclamation. <br />Pit #21 is proposed to be kept as a dry pond with meadow grasses. However, it could be used for <br />stormwater storage or water storage. If it is used for either water uses the first 4 to 6 feet from <br />finished grade to the expected water line will be sloped at a ratio of 3:1 with this slope <br />continuing to 10 feet below any proposed water line. The remaining slope to the bottom of the <br />pit will have a maximum slope of 2:1. (See the pit bank cross sections on Exhibit F.) The <br />maximum anticipated depth of Cell 21 is 24 feet. Six inches of topsoil will be spread to the <br />water line and leveled with a motor grader prior to plowing, harrowing, and reseeding. No <br />additional topsoil will need to be imported to the site to achieve the required slopes and soil <br />depth. <br />After Cell 21 has been mined, an approximate 15 acre pit will be lined with a clay wall and <br />reclaimed as described above. Clay material for lining the pit will come from the site, no lining <br />material will need to be imported. An approximate 55,000 cubic yards (c.y.) of acceptable clay <br />material will be needed to complete the liner. It will come from mined overburden and from the <br />west side of the site. <br />Cell 21 will be lined in accordance to State Engineer Guidelines for Lining Criteria of Gravel <br />Pits. The Proctor Curves and Permeability Tests for the liner material to be used are attached as <br />Exhibit I. The engineering design is also attached in this section, and meets the State Engineer <br />Design Standard to prevent leakage no greater than 0.03 ft'/day/ft'. <br />Appropriate quality control observations and testing will be performed during construction of the <br />liner and written documentation of the work performed and results of all quality control field and <br />laboratory tests will be submitted to the SEO and DRMS in accordance with Section 2.0, <br />Construction Standards, of the State Engineer Guidelines for Lining Criteria for Gravel Pits.
