TWENTYMILE COAL, LLC - FOIDEL CREEK MINE <br />MR15-2889 5 MAIN NORTH PIPELINES <br />COMPLETENESS RESPONSES (07/15) <br />The Summary of Revisions and Additions table submitted with MR -288 indicated Twentymile Coal, <br />LLC (TC) proposes to replace pages 2.05-45.21, 45.22, 45.23, 45.24, and 45.25. These pages were not <br />submitted with MR -288. Please submit these pages or revise the Summary of Revisions and Additions <br />table. <br />Response: The Summary of Revisions and Additions has been revised, and a copy is attached. Please <br />note that this Summary is provided as a courtesy to simplify and facilitate review and processing, and <br />is not a required part of the application, thus, should not be a completeness consideration. <br />Map 23c needs to be revised and updated to account for the surface disturbance associated with MR - <br />288. <br />Response:Map 23C includes (as indicated by the legend); an outline of the underground mine <br />workings, the railroad spur, roads, surface impoundments, and water monitoring locations. It does not <br />show mine facilities, so it would not be appropriate to include the proposed pipeline locations on this <br />map. The pipeline locations are, however, shown on Map 24, Structures and Facilities, copies of <br />which were included with the revision submittal. <br />TC indicated they are revision Exhibit 23C with a Colorado Parks and Wildlife (CPW) consultation <br />letter. This letter was not included with the submittal of MR -288. Please submit this letter and <br />indicate how it should be incorporated into Exhibit 23C. <br />Response:The areas potentially affected by the proposed temporary disturbance associated with the 5 <br />Main North Pipelines fall within areas previously reviewed for potential wildlife impacts and <br />addressed by previous CDOW, USFWS, and CPW consultations (6 Main North Ventilation Shaft <br />Installation (TR05-48), 6 Main North Reservoir (TR05-61), and 5 Main North Cement Borehole <br />(MR14-283)). Documentation for those consultations are provided with these responses, to be inserted <br />in Exhibit 23C, at the front of the Exhibit. <br />The proposed revision provides a description, plans, and drawings, describing the location, <br />construction, use, maintenance, and removal of the 5MN borehole pad and pipeline. TC provides a <br />general description of the use of the pipeline to facilitate dewatering of two bodies of water in the <br />abandoned mine workings in the Wadge Seam above the Wolf creek Reserve. TC indicates this <br />pipeline would facilitate the transport of mine water to the existing 6 -Main north Reservoir, the <br />existing 10 -Right water pipeline, or a planned future passive treatment system. The Division cannot <br />approve the use of this pipeline facility unless TC provides an updated plan for the protection of <br />hydrologic balance in accordance with Rule 2.05.6(3) that accounts for the dewatering operation and <br />demonstrates how the use of the pipeline will comply with Rule 4.04. TC needs to evaluate the quantity <br />and quality of water to be dewatered and demonstrate that the capacity and capability of the existing <br />water treatment and holding facilities can handle the dewatering operations, as a passive treatment <br />system has not been submitted to the Division for review and approval. <br />Response:As noted, TC is currently working on full-scale mine dewatering and treatment plans <br />(passive treatment system) to address future drainage requirements, in order to safely mine the entire <br />
