I7- 12-
2.05
2
2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING
ACTIVITIES - MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS
2.05.1 OBJECTIVES
The objectives of this section are to assure that the CMLRD is provided with
comprehensive and reliable information on ongoing and future coal mining,
reclamation, and related operations for the Southfield Mine. The mining and
reclamation plans described herein have been designed to effect compliance with coal
regulations of the Colorado Mined Land Reclamation Board and Colorado Surface Coal
Mining Reclamation Act, Article 33 of Title 34, as amended, Colorado Revised Statues
of 1973.
The operation and reclamation plans presented in this section have been developed
to reflect and address site specific conditions at the Southfield Mine. As applicable to
discussion of operation and reclamation plans, environmental baseline information
presented in Section 2.04, Environmental Resources, is referenced.
2.05.2 OPERATION PLAN - ESTIMATED AREA FOR LIFE OF OPERATION
The Southfield Mine is in reclamation only status since operations permanently ceased
in 2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing
surface facilities and sealing mine openings. By 2001, backfilling, regrading, and
topsoil replacement was completed according to plans approved by the DRMS.
Permanent seeding was completed on all reclaimed areas by October, 2003. Additional
revegetation efforts including planting of shrubs and trees in selected areas of the
reclaimed site during April, 2004.
The coal loadout site located near Florence, Colorado, was similarly reclaimed in 1997,
including permanent seeding completed during the same year. Due to poor response
of the initial seeding, EFCI interseeded approximately 25% of the reclaimed areas in
1999.
2.05-1
Revised 5/14/14 RN -06
