ii. Exhibit 4E -I1 submitted with the response letter indicates wells 008AVF1 and 008AVF2 are <br />downstream of the WCR mining area in the Foidel Creek alluvium. The Division could not locate well <br />008AVF1 on the 13a Map. Please revise this map to depict the location of this well. <br />iii. Is there an upstream monitoring well for the Foidel Creek alluvium that would be appropriate to <br />use to monitor impacts related to mining in the WCR? Would well 009-5-10 be appropriate to use? If not, <br />TC will need to revise the monitoring plan and install an upstream well. <br />iv. Surface Water Site SW15 is located within the affected area associated with mining in the WCR. <br />Given this, it would be appropriate to install a new downstream monitoring site outside of the affected area <br />to evaluate impacts to the Fish Creek surface water. <br />V. Site 900 appears to be upstream of the WCR affected area along Foidel Creek. Given this, it would <br />not serve as an appropriate downstream monitoring station for Foidel Creek. Please revise the monitoring <br />plan to monitor a site that is downstream of the WCR affected area. <br />vi. The monitoring frequency for Site 8 and 900 do not match the monitoring frequency currently <br />approved in Exhibit 14 in the permit for these sites. Does TC intend to conduct additional monitoring in <br />accordance with the proposed plan submitted with Exhibit 4E-11? If so, please revise the water monitoring <br />plan currently approved to match what is proposed in Exhibit 4E -I1. <br />vii. Please revise the monitoring plan to indicate when the ponding and vegetation monitoring plan <br />will be suspended. <br />Response: Alluvial Well AVF15 is located just on the edge of the zone of potential subsidence effects <br />and may or may not be impacted, however, there are two existing active downstream alluvial monitoring <br />wells, 008 -AU 3 and 008 -AW 3, on Fish Creek which can be used to provide information on any <br />downstream water quantity/quality effects from the proposed WCR mining activities. <br />On Map 13a, the label for 008- AV 2 is inside a box, which also includes the label for 008 -AV 1. The two alluvial <br />wells are in close proximity, and located near the junction of Foidel and Middle creeks. <br />The upstream Foidel Creek alluvial monitoring well is 001-5 5 (added to Exhibit 4E-11). <br />Site SW -15 is located just on the edge of the zone of potential subsidence effects and may or may not be <br />impacted, however, existing active downstream monitoring Site 305 on Fish Creek can be used to provide <br />information on any downstream water quantity/quality effects from the proposed WCR mining activities. <br />As previously noted, Site 900 now falls within the eastern limits of the planned WCR mining area, <br />however, existing Site 29 is outside the affected area, and would be suitable for collection of information on any <br />downstream water quantity/quality effects from the proposed WCR mining activities. <br />Both Site 8 and Site 900 are on a monitoring schedule which varies seasonally. Exhibit 4E-11 has been revised to <br />reflect this consideration and reference back to the monitoring schedule details provided in Exhibit 14. <br />The discussion of monitoring for ponding and vegetation changes has been reviewed and revised to clarify the <br />timing and duration of monitoring activities. In reviewing the relevant documents, an inconsistency was noted in <br />Exhibit 14, Hydrologic Monitoring Plan on page Exhibit 14-1, which has been corrected. <br />Copies of the relevant revised text accompany these responses for replacement in the PAP. <br />
