August 11, 2015
Mr. Tyler O'Donnell
Colorado Division of Reclamation, Mining and Safety
Department of Natural Resources
1313 Sherman Street Room 215
Denver, CO 80203
OGCC
Rio Grande
RECEIVED
AUG 12 2015
DIVISION OF RECLAMATION
MINING AND SAFETY
RE. Technical Revision to Mining Permit No. M-2002-004
Response to Questions Dated June 2015 - Proposed Beneficial Re -Use of a Portion of Kiln Peed Material from
the Main Kiln Baghouse in QuarryArea for Reclamation Backfill Purposes
GCC Rio Grande, Inc. — Pueblo Cement Plant and Limestone Quarry
Dear Mr. O'Donnell:
GCC Rio Grande, Inc. (GCC) has prepared the enclosed response to questions from the Colorado Division of
Reclamation Mining and Safety (DBMS) dated May 27, 2015 regarding Technical Revision (TR) -05 request
submitted to DRMS on April 21, 2015. At the request of DRMS, GCC performed additional analyses of the kiln
feed material from the main kiln baghouse using the Multiple Extraction Procedure Method 1320. The samples
and analyses were recently conducted using Method 1320 as a supplement to the Toxicity Characteristic
Leaching Procedure (TCLP) tests conducted on the kiln feed material in January 2015. Both the TCLP and
Method 1320 test results demonstrate kiln feed material from the main kiln baghouse exhibits properties that
will not present an impact when beneficially used in quarry for reclamation backfill purposes. The results of the
analyses can be found in Attachment A.
In addition to the analyses, GCC has prepared a response to the questions asked by DRMS to provide additional
information on the Portland cement manufacturing process, placement of a portion of the kiln feed material
from the main kiln feed baghouse into the quarry, and its beneficial use in reclamation.
If you have any questions regarding the contents of this TR, please feel free to contact me at (303) 739-5908.
Sincerely,
441e
Nancy Garnett
Corporate Environmental Manager
GCC America
cc: Gina Nance, Plant Manager, GCC
Tony Waldron, DRMS
