TURNPIKE MINING RESOURCE <br />ANNUAL REPORT <br />DMG PERMIT NO. M-2004-009 <br />REPORT YEAR: <br />AUG. 4, 2014 THRU AUG. 4, 2015 <br />This DMG Regular 112 Permit (No. M-2004-009) was approved by the Division for <br />operations on August 4, 2004 and the most recent amendment (AM -2) to this permit was <br />approved on March 18, 2013, changing the post -mining land use and reclamation plan. <br />This mine site was affected by the flooding on Boulder Cr. in September 2013 and repairs <br />were made to the water -storage reservoir owned by Erie. During 2014, many oil/gas <br />wells, tank battery facilities and pipelines were removed, plugged or abandoned by three <br />different oil and gas companies that operate on the permit site. A revised mine plan was <br />submitted and approved as a Technical Revision (No. 4) in December 2014 showing the <br />remaining oil and gas facilities and mine plan revisions. <br />During the reporting year, an area consisting of approximately 3.75 acres was mined in <br />the northeast area of the "Triangle" (see map). Just to the west of this area, an area of <br />approximately 4 acres was backfilled with shale. <br />Two piles of excavated shale from the Erie water storage reservoir construction were <br />hydro -seeded in April 2015. A third pile was mostly backfilled into the area described <br />above. The area of hydro -seeding amounted to 14 acres, but is not reflected in the <br />mapping or reclaimed acreage of the site as it is a temporary seeding cover for <br />stabilization. These piles will ultimately be used as backfill for the remainder of the <br />mining on this site. Evidence of the hydro -seeding was submitted to the DRMS as part of <br />a requirement to do so. <br />A total of approximately 33 acres was drill seeded also in April 2015. This acreage was <br />also fertilized and crimped with hay mulch. Only 24 acres of this amount is reflected in <br />the mapping and reclaimed acreage, as it is the only acreage that was either required to be <br />re -seeded or was in the permitted area of mining/reclamation. The remaining acreage was <br />seeded as part of an agreement with the Town of Erie for release from the town for <br />seeding responsibility on their property and a small area near Boulder Creek was seeded <br />and also planted with 15 Cottonwood trees as it was outside of the approved area of <br />mining. These areas are all shown on the mapping and a total amount and analysis of the <br />seed mix is attached. <br />As part of the requirement for utilizing the excavated shale as backfill on this permit site, <br />monitoring and testing of the compacted fill is required and the test results are to be <br />submitted with the annual report. Two lifts of shale were placed and compacted into the <br />area shown on the map as being backfilled. This brought the grade of the area of backfill <br />up to the level where overburden and topsoil can be placed above the shale to bring the <br />area back to final grade and as a prepped surface for seeding.
