Introduction
This document is the decision package prepared by the Colorado Division of Reclamation, Mining and
Safety (the Division) for the Carbon Junction Mine (Permit No. C-1992-080). This document includes:
1) the proposed decision to approve the permit renewal application; 2) a summary which includes a
history of the review of the permit application, a description of the environment affected by the operation
and a description of the mining and reclamation plan; and 3) the written findings of compliance the
Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed
information concerning the findings of compliance can be found in the Regulations of the Colorado
Mined Land Reclamation Board for Coal Mining.
The Division has received an application for a permit revision (PN -01) to conduct surface reclamation
operations at the Carbon Junction Mine. The application was submitted by Savage and Savage, Inc. for
the mine owned by Oakridge Energy, Inc. The mine is located on private lands in La Plata County,
Colorado. The legal description of the lands in the permit area is shown on the USGS 7.5 minute
Durango East and Loma Linda quadrangle maps. The land included within the permit area is 164.34
acres in size, located in:
o Section 4, Township 34 North, Range 9 West;
o Section 33, Township 34�/z North, Range 9 West; and
o Section 33, Township 35 North, Range 9 West; of the New Mexico Principal Meridian ,La
Plata County, Colorado, and being more particularly described as follows:
Beginning at the SE corner of said Section 33, T35N;
Thence S 89'55'10" W, a distance of 513.29 ft along the south line of said Sec 33, T35N;
Thence S 18'14'00" W a distance of 3334.13 ft to the E 1/16 corner common to said Sec 33, T34.5
N and Sec 4 T34N;
Thence S 03'17'33" W a distance of 1137.79 ft along the W line of NE1/4NE1/4 of said Sec 4 to the
NE 1/16 corner of said Sec 4 T34N;
Thence S 79°49'43" W, a distance of 1092.45 ft along the S line ofNW1/4NE1/4 of said Sec 4 to
the Center N 1/16 corner of said Sec 4;
Thence S 79°23'29" W, a distance of 916.43 ft along the S line of NE1/4NW1/4 of said Sec 4;
