The horizontal alignment will be consistent with the existing and postmining topography and <br />will be coordinated with the vertical alignment to ensure that the roads will not cause excessive <br />environmental damage. Road cut slopes will not be steeper than Iv: 1.5h in unconsolidated <br />material or Iv -0.25h in rock. Embankment fill slopes will not be steeper than Iv: 1.5h, except <br />where embankment material is a minimum 85 percent rock. Embankment slopes will not be <br />steeper than Iv- 1.35h unless it has been demonstrated to the regulatory authority that <br />embankment stability will result. The minimum safety factor for all embankments will be 1.25. <br />All vegetation material and topsoil, as determined under 4.06.2, will be removed from beneath <br />the design roadbed, shoulders, and surfaces where associated structures will be placed, and will <br />be stored in accordance with 4.06.3. <br />Embankments will not be constructed on side slopes steeper than lv:5h or 20 percent unless the <br />existing ground is plowed, stepped or if in bedrock, keyed in a manner which increases the <br />stability of the fill. <br />Material used for embankments will be reasonably free of organic material, coal or coal blossom, <br />frozen materials, wet or peat material, natural soils containing organic matter or any other <br />material considered unsuitable for use in embankment construction by DRMS. Excess or <br />unsuitable material from excavations will be disposed in accordance with 4.09.1. <br />Material for construction of embankments will come from the vicinity of the mining area and <br />will be non-toxic and of a non-acid producing nature. <br />Material containing, by volume, less than 25 percent of rock larger than 6 inches in greatest <br />dimension will be spread by scrapers or dozers in successive uniform layers not exceeding 12 <br />inches in thickness before compaction. <br />When the material for an embankment consists of large size rock, broken stone, or fragmented <br />material that makes placing it in 12 inch layers impossible, the embankment will be constructed <br />in uniform layers not exceeding in thickness the approximate average size of the rock used, but <br />the layers will not exceed 36 inches. Rock will be distributed by grading or dozing in a manner <br />that will ensure proper placement in the embankment, so that voids, pockets and bridging will be <br />reduced to a minimum. The final layer will meet the requirements of 4.03.1(3)(e)(v). <br />Each layer of the embankment will be completed, leveled and compacted before the succeeding <br />layer is placed. Testing of the adequacy of compaction of the cut zone subgrade and fill zone <br />embankment shall be by Proof Rolling, utilizing loaded mine haulage equipment as directed and <br />evaluated by the Mine Engineer. Proof Rolling shall be conducted at intervals, elevations and <br />frequencies determined by the Mine Engineer. All Proof Rolls shall be observed by the Mine <br />Engineer or designated representative. Any section of roadway subgrade, or any lift of roadway <br />embankment fill which yields excessively, in the judgment of the Mine Engineer or his <br />Section 2.05.3(3) Page 5 December 2014 (TR -08) <br />
