PERMIT #: M-2015-006 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: March 30, 2015 <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Sprague Stone LLC did not have a representative present for the inspection. The Sprague Stone site <br />is located south of Masonville, Colorado off of County Road 27 in Larimer County. <br />This was a pre -operational inspection for a 112 Construction Materials Reclamation Permit. The permit <br />application was submitted to the Division on February 13, 2015 and filed for review on March 2, 2015. The <br />application is currently under review and the decision date is May 31, 2015. The public notice sign with <br />information regarding the permit application was posted at the site entrance. The boundary of the affected <br />land is partially delineated; the operator will be responsible for clearly delineating the entire affected area <br />prior to the commencement of mining. The commodity of interest is sandstone and the proposed affected <br />area is 62.026 acres. The Sprague Stone site is situated on the east side of the Dakota Ridge, which is <br />characterized by sandstone beds dipping to the east. The Sprague Stone site is located on essentially the same <br />foot -print as the formerly permitted Masonville Div operation (M-1985-099). The Masonville Div Reclamation <br />Permit was terminated in April 2014. Therefore, the Sprague Stone operation contain all of the disturbance <br />associated with the Masonville Div operation with the exception of 2.58 acres located on the west side of the <br />Dakota Ridge. <br />The new Operator will essentially operate the site in the same manner as the Masonville Div operation. Active <br />quarry operations will resume in the area where quarrying last occurred. Sandstone extraction will be <br />accomplished through the use of explosives and mechanized equipment. The Division will work with the <br />Operator to develop a blasting plan which ensures that any permanent man-made structures adjacent to the <br />quarry will be unaffected by the mining operation. All of the permanent man-made structures identified <br />during the inspection have been accounted for in the permit application. The Division identified several <br />noxious weeds including diffuse knapweed and thistle; the Division will work with the Operator to develop a <br />weed control plan as part of the application review process. The proposed processing of the sandstone <br />includes screening the sandstone fines over a grizzly, followed by sizing of the stone using a hydraulic shear. <br />The sandstone product will be stored on the west side of the permit area (behind the Dakota Ridge) and on <br />the east side of the permit area along County Road 27. <br />The Operator is proposing to limit the amount of disturbance at the quarry through a phased mining and <br />reclamation plan. The amount of area which can be disturbed at any point in time will be limited by the <br />amount of financial warranty which is posted by the Operator. The proposed final land use of the site is <br />rangeland. The slopes will be reclaimed to a final grade of 5H:1V to 3H:1V and topsoil will be replaced at a <br />depth of 4" - 6".
