Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br />RECEIVED <br />AUG 0 6 2015 <br />DMSION OF REDITI@Hi <br />MINING AND iMPY <br />We have reviewed your letter of January 30, 2015, requesting a renewal of the <br />substitute water supply plan ("SWSP") on behalf of Everist Materials, LLC ("Everist" or <br />"Applicant") for the Maryland Creek Ranch ("MCR") aggregate operation in accordance with S <br />37-90-137(11), C.R.S. The mine is permitted with the Division of Reclamation, Mining, and <br />Safety ("DRMS") under File No. M-1996-049. The required fee for the substitute water supply <br />plan was submitted under Receipt No. 3668280. The original plan was approved on April 3, 1997 <br />and it was most recently renewed on March 19, 2014. <br />SWSP Operations <br />The MCR aggregate operation is located on the west bank of the Blue River, <br />approximately 6 miles downstream of Dillon Reservoir and 20 miles upstream of Green Mountain <br />Reservoir. Gravel mining operations take place at an elevation of approximately 8,550 feet, <br />within a distance of 2,200 feet of the Blue River, in Sections 15, 22 and 23, all in Township 4 <br />South, Range 78 West of the 6th P.M., as shown on the attached Figure A-3. Mining operations at <br />MCR include gravel mining from wet pits, a crusher and wash plant, an asphalt plant, and a <br />concrete batch plant. Product below the ground water table will be removed via "wet mining" <br />techniques, therefore dewatering of the pits will not occur, and is not approved herein. Under <br />the DRMS permit, Everist received approval to mine a total of 6 mining cells. Mining operations <br />in cells nos. 1, 2 and 3 were finished. Following mining, Cell No. 1 was utilized as a tailing pond <br />and has been backfilled. The surface area of ground water exposed in cell nos. 2 and 3 totals <br />approximately 25.1 acres. Mining is currently taking place in cell no. 4 where the surface area <br />of the exposed ground water is approximately 8.0 acres. The total surface area of ground water <br />exposed in the cells 2 through 4 is estimated to be 33.1 acres. No change in the ground water <br />exposed surface area is expected to occur during 2015 and 2016.
