EXHIBIT A - Le¢al Description and Location Man <br />The affected area will consist of a 9.50 acre portion located within the SEI/4, SW 1/4, Section 25, <br />T35N R2W, 6`s P.M., Archuleta, County, Colorado. The site is located approximately 1.50 miles <br />South of Pagosa Springs, Colorado off County Road 119 (the Old Light Plant Road) as shown on <br />Exhibit A — Map 1. The average elevation of the proposed area of operations is 7090 feet AMSL. <br />Approximately five (5) acres of the 9.5 total acres of the proposed permit area is planned to be <br />excavated. The remaining approximate 4.5 acres will be used for equipment staging and material <br />stockpiling. The primary reason for the development of the aggregate deposit located within the <br />proposed permit area is to provide roadbase gravel and subgrade fill material for existing and <br />planned roads on the ranch property. It is estimated that a total of 100,000 tons of various grade <br />material will be produced. The mining, processing and stockpiling operations at the proposed <br />permit area will be completed during a single mobilization to the site. Approximately 40% of the <br />material (40,000 tons) will be stockpiled outside the proposed permit boundary (to the west) on <br />the adjacent Mask Ranch LLC, property. The remaining material will be made available for local <br />commercial use and will be stockpiled within the proposed permit area as shown on the Exhibit E <br />— Mining Plan Map. The material stockpiles to be located inside the proposed permit area <br />(approximately 60,000 tons) are planned to be reduced within 12 to 18 months and the area seeded <br />and reclaimed. <br />In addition to the Exhibit A — Map 1, Site Location /index map (U.S.G.S. 1:25,000 scale) also find <br />attached to this exhibit, copies of the following: <br />• Exhibit A — Map 2, Site Topography <br />• Exhibit A — Map 3, Adjacent Properties Within 200 Feet of the Proposed Permit <br />• Exhibit A — Map 4, Site Access and Bridge (with attached Bridge Capacity Rating) <br />• Exhibit A — Map 5, Existing and Proposed Ponds <br />
