PERMIT #: M-1977-436 <br />INSPECTOR'S INITIALS: TOD <br />INSPECTION DATE: June 2, 2015 <br />Financial Warranty: <br />The current amount of financial warranty the Operator has on deposit with the State is $1,579,215. <br />The reclamation cost estimate for this pit was updated with this inspection. It was determined that the current <br />financial warranty amount is adequate. <br />Hydrologic Balance: <br />The pit is located just west of the South Platte River. There is a slurry wall installed around the site, creating two <br />water storage reservoirs. The mined out pits were full of water, it appears that the City has begun to use the mined <br />out cell as water storage reservoirs. There appeared to be no significant impacts to the prevailing hydrologic <br />balance. <br />Gen. Compliance With Mine Plan: <br />All activity appeared to be within the approved permit boundary. <br />Reclamation Success: <br />The reservoirs have been constructed. The City has taken over the reservoir complex and have begun to construct <br />additional facilities to support the City's use of the reservoirs. The majority of the site around the reservoirs has <br />been seed, vegetation around the reservoirs has begun to establish. The northern portion of the site will need to <br />be seeded, the vegetative cover consisted of primarily cheatgrass and annual weeds. There were portions of the <br />site where the desired revegetation is relatively sparse. The Operator shall consider re -seeding portions of the <br />permitted site where the desired vegetation is sparse. The Operator has installed the bank stabilization around <br />both reservoirs. The Operator has also constructed the spillways in both reservoirs. The Operator has not <br />constructed the spillway in the northeast corner of the north lake area. <br />Reve eta <br />The area around the reservoirs appears to have been seeded a few years ago. The desired vegetation is beginning <br />to establish well around the reservoirs. There were annual weeds scattered throughout the site. The affected lands <br />had a few species of noxious weeds scattered throughout. During the inspection, the Division observed the <br />following noxious weeds: cheatgrass and a variety of thistles. This will be cited as a problem for failure to <br />implement weed control methods for state listed noxious weed species within the permitted area, and to reduce <br />the spread of weeds to nearby areas as required by Rule 3.1.10(6) of the Construction Rules. <br />Erosion/Sedimentation: <br />There was no evidence of excessive erosion (rills, gullies, or sediment fans). <br />Signs and Markers: <br />A mine I.D. sign was located at the entrance to the mine site. The permit boundary was marked by t -posts and a <br />fence. <br />Topsoil: <br />The Division's records indicate that topsoil has not be replaced in the northern portion of the permit site. The <br />Operator will need to spread topsoil over the northern portion of the site. <br />CONCLUSION <br />The Operator has conducted a lot of reclamation work at the site. The slopes have been graded and portions of <br />the site have been seeded. The Operator will need to complete reclamation by removing stockpiles, replacing <br />topsoil around the northern wetland area, and remove remaining mining facilities such as the truck scales.
