COLORADO
® Division of Water Resources
1313 Sherman Sveet, Room 821
Denver, CO 80203
June 8, 2015
CARIE HERBOLSHEIMER, P.E.
APPLEGATE GROUP, INC.
1490 W. 121ST AVERNUE, SUITE 100
DENVER, CO 80234
TRANSMISSION VIA EMAIL: Carrie HGapplegateQroup.com
RE: COMPACTED CLAY LINER APPROVAL
SERFER RESERVOIR (WDID 0303327)
SERFER PIT, DRMS M-2008-006 (WDID 0303028)
NE1/4, SECTION 24, T6N, R68W
WATER DIVISION 1, WATER DISTRICT 3
Dear Ms. Herbotsheimer:
The purpose of this letter is to approve the lining of the SerFer Reservoir ("Reservoir"). The Reservoir is
primarily located in the N£1 /4 of Section 24, Township 6 North, Range 68 West of the 61" P.M., and is part of
the SerFer Gravel Pit (DRMS M-2008-006). This clay liner leak test commenced February 6, 2015 and
concluded on May 8, 2015. Site inspection was performed by our office on March 26, 2015 to review site
conditions and the leak test plan.
Your report dated May 20, 2015 provides the liner summary and leak test result. The test data provided
indicates that the reservoir has been lined to the design standard referenced in the August 1999 State
Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). Meeting the design standard
requires that during reservoir operations all water inflows and outflows for the liner perimeter enclosed
area be accounted for on a months basis.
With this liner approval, the SerFer Reservoir is now classified as a tined reservoir in accordance with the
1999 SEO Guidelines. Water shall not be impounded in the reservoir except pursuant to lawful diversions
allowed by statute or decree. At all other times, all inflow of water into the reservoir from any source,
including precipitation and ground water inflows shalt be removed to prevent illegal storage of water. Prior
to ANY use of this site, the owner or operator will need to coordinate with Mark Simpson, District 3 Water
Commissioner, to review operations, measurement structures, stage -storage curves, and accounting.
Please contact me at the number below if you have any questions.
Sincerely,
loana Comaniciu, P.E.
Water Resource Engineer
ec: Mark Simpson, District 3 Water Commissioner (Mark.
