The Colowyo employee who <br />participated in the on -the -ground field inspection was Kurtis Blunt. The weather was warm. The ground was dry. <br />In the South Taylor Pit the following was observed: <br />• The 103 dragline was idle near the north end. <br />• The highwall miner has advanced to nearly the north end. <br />• The 114 shovel was in the south end of the pit loading trucks with spoil. This material was being dumped <br />in the southeast corner. <br />• A truck and loader operation was moving coal from the center of the pit. <br />• Preparations for a blast were seen in the southwest corner. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />A water truck was seen controlling dust on the roads. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Pit Fill was inspected from above and below. No rills or gullies were observed. Colowyo has <br />not yet added the additional topsoil that is needed. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The upper end of the Final East Pit Ditch was inspected. It showed no signs of erosion. There is a <br />significant amount of sediment accumulating in the riprap from runoff from the area above, which has not been <br />reclaimed. This is beneficial to a degree because filling in the riprap helps keep the rocks in place and promotes <br />vegetation growth. However, Rule 4.05.5 requires the control of sediment from disturbed areas.
