Twentymile Coal, LLC.
Page 5
July 21, 2015
second parcel is located in the NE 1/4 of Section 13 of TSN, R87W. A map depicting
these two areas is enclosed to assist with this review. Does the 22,607 acre total permit
area projected with PR10 include these parcels?
11. On revised Map 23; Wolf Creek PR10 Mine Plan Modification map, please depict the affected
area boundary taking into account subsidence affects.
a. TC'S response: Revisions and updates to the accompanying Map 23WC include
delineation of the affected area for the mining activities proposed under PR10, with
consideration of subsidence effects and angle of draw.
b. Division's response: Item resolved.
Rule 2.05.3; Permit Area
12. Revised page 2.05.13-1indicates the total affected area will be 13,207 acres. When adding up all
of the affected areas listed on this page and including the projected 114 acres to be affected as a
result of mining in the WCR, the Division calculated the affected area to be 13,814 acres. Please
review and verify the affected area acreage. Please be sure to not double count affected acres for
underground workings that will be under currently affected workings. Also, please account for
surface affected acres that do not overlie current or projected underground workings.
a. TC's response: The affected area acreage figure has been checked and updated for
consistency. Revised copies of the referenced page accompany these responses for
replacement in the PAP.
b. Division's response: Item resolved.
Rule 2.05.6 — Mitigation of Impacts of Mininia Operations
13. Proposed revised page 2.05-139 indicates that mining of the WCR will require dewatering of two
existing mine water pools in the overlying sealed mine working in the Wadge Seam. At this time,
a plan to dewater the two mine pools has not been submitted to the Division. Further, will the
existing mine water handling system and storage areas be able to handle the additional water
pumped from the WCR workings in order to mine in the panels currently proposed to be mined in
the WCR with PRI 0 that are not under the two mine pools? If so, please demonstrate this. If not,
please provide an update water handling plan to accommodate the additional water.
a. TC's response: The activities proposed under PR10 will not require and can safely be
conducted without dewatering of the mine water accumulations in the sealed and
abandoned Wadge Seam workings (refer to response to Comment 5). TC may initiate
limited dewatering early, which would involve an underground borehole into the
Northern area of accumulated water, with limited drainage of water to TC's existing mine
water handling system. TC is also currently working with a consultant to complete a
feasibility evaluation and develop detailed plans for full-scale dewatering and treatment
and discharge of water from these areas. Limited mine inflows are anticipated in the
mining areas covered by the PRI 0 application, based on TC's experience in mining the
