3. The map attached to the NOI is inadequate in terms of understanding potential impacts of the <br />activity. <br />a. It does not help us to understand the area that will be disturbed. One cannot understand <br />where the ore dumps for the P, 4th and 5th levels are located. If they are near the <br />Santiago Mill, there may be health concerns if the dumps are disturbed, loaded and <br />hauled through areas in unincorporated Clear Creek County. The USFS has shared in a <br />press release (attached) their intent to temporarily close the mill area for soil remediation. <br />They cite the "very high levels of lead, arsenic and mercury in the parking area, waste <br />rock piles and around and inside the mill." If contaminated material is to be hauled <br />through the County, we are interested in a specific transport plan. <br />b. Page 4 of the NOI states that various roads will be used, extended and/or widened; <br />however, there is no map that identifies the specific roads. If any County roads are <br />proposed to be extended, widened or maintained, appropriate permits will be needed from <br />Clear Creek County. <br />4. Other pen -nits may be required from Clear Creek County relating to structures proposed on the <br />Santiago and Santiago No. 1. (See page 5, item 12.L.) <br />Because the Waldorf Basin is a headwaters of the Clear Creek drainage, there are technical <br />questions that we encourage DRMS to fully understand: <br />a. Is there a potential impact to the headwaters caused by either the ore dump removal or the <br />transportation activities? <br />b. Does the Mt. McClellan glacial cirque (referenced in item III.M.) have the potential to be <br />contaminated by the proposed activity? Should BMPs and/or mitigation be required? <br />c. Is the revegetation plan that is proposed sufficient for this ecologically sensitive and very <br />high elevation site? <br />Thank you for allowing us adequate time to review this NOI.
