Twentymile Coal, LLC (TC)
Narrative
Lease by Modification Application Wolf Creek Reserve — April 2014
projected at approximately 210 hourly employees and 60 salaried employees.
C. Existing Support Facilities — Wolf Creek Reserve
Existing underground conveyors, surface coal -handling facilities, coal washplants, and coal
storage and loading systems will be utilized to move the mined coal from the Wolf Creek
Reserve and the proposed lease modification area to rail or truck for transport to market.
Existing ventilation systems, including the 6 Main North Intake Shaft and Northwest Mains
Return Shaft will be used for the Wolf Creek Reserve.
D. Existing Land Uses — Proposed Lease Modification Area
Land Use - Rangeland for livestock grazing and wildlife habitat are the dominant land uses
for the lands overlying the proposed lease modification area. As previously indicated, the
Wadge Coal Seam has also been previously been mined in the overlying mine workings. The
land use patterns are presented in Plate 2, Map No. 23.
Aquifers - The Twentymile Sandstone outcrops along sections of the Foidel and Middle
Creek drainages. The Twentymile Sandstone is a large regional aquifer located throughout
Northwest Colorado. In the Northern Mining District (NMD) and Eastern Mining District,
(EMD) which overlie portions of the Wolf Creek Reserve, however, this aquifer is confined
to the closed Twentymile Park synclinal basin. There are no known public or private water
supply wells completed in the Twentymile Sandstone in the vicinity of the Mine. There is an
accumulation of water in a portion of the overlying Wadge Seam workings which will need
to be drained prior to undermining this area. TC plans to drain this water and transfer it to
other areas of sealed mine workings in the Western Mining District (WMD).
Powerlines — There are several powerlines which cross the lands overlying the proposed
lease modification area. These powerlines have previously been undermined by the Wadge
Seam workings, and have been subsided with no negative impacts.
Railroad - The Union Pacific Railroad (UPRR) Twentymile Spur runs along the southeastern
edge of the planned mining area. TC has previously undermined and subsided sections of the
railroad spur without any significant damage or disruption of rail traffic.
Fish Creek - Fish Creek flows in a generally easterly direction above the Wolf Creek Reserve
area as shown on Plate 2, Map 23. The overburden depth in this area varies from 1,400 to
1,500 feet. Based on previous mining experience in the overlying Wadge Seam, the
maximum anticipated increase in the stream gradient is 1.1 percent. It is not anticipated that
this will result in any significant changes to the stream profile, and resultant erosion should
not be a concern. TC has documented similar changes in gradient in the both the NMD and
EMD without resultant erosional problems in Fish, Foidel, or Middle creeks. The same type
of subsidence features will occur along Fish Creek, i.e. broad, trough -shaped swales, and
minor temporary ponding may occur over the panels. Ponding tends to mitigate any change
WCR BLM Lease App Narrative 0414.docx Page 3
