Twentymile Coal, LLC Introduction and Legal Description BLM Coal Lease Modification — April 2014 1.0 Introduction Twentymile Coal, LLC (TC) herein applies to the U. S. Department of the Interior, Bureau of Land Management, for a Coal Lease Modification for its Foidel Creek Mine, located in Routt County, Colorado. The application is organized to correspond to the applicable sections of Title 43 CFR 3425 - Leasing on Application, Title 43 CFR 3471 - Coal Management Provisions and Limitations, and Title 43 CFR 3472 -Lease Qualification Requirements. The proposed lease area will provide TC's Foidel Creek Mine with additional coal reserves. Mining of these reserves will benefit the United States through the payment of royalties and other lease - related payments. TC submits that under existing market conditions, these reserves can only be economically recovered from its existing Foidel Creek Mine. The proposed lease area is too limited to warrant construction of surface facilities, rail and load -out facilities, and shafts or extensive driveage of entries by other companies to access the coal. Supporting information is attached that depicts the mine plan, reserves, and preliminary environmental data. The environmental data has been taken from both the Foidel Creek Mine and Colorado Yampa Coal Company's Mining and Reclamation Pennits, Permit numbers C-82-056 and C-81-071, respectively, and other environmental baseline studies conducted in the immediate proposed lease area. These documents are hereby incorporated by reference into this application. This will help to reduce the amount of information which would have to be duplicated and inserted into this application. The mine plan and reserve information has been generated from the TC's existing data files, and from geologic information obtained from the drilling conducted in the proposed lease area.
