Twentymile Coal, LLC (TC) <br />Narrative <br />Lease by Modification Application Wolf Creek Reserve — April 2014 <br />more resources are needed, the South Routt Fire Protection District and other County <br />resources can be accessed through the Routt County Emergency Services Network, of which <br />TC is a member. <br />I. Methods to Prevent Soil Erosion, Pollution of Ground and Surface Water, Etc. — Wolf <br />Creek Reserve <br />Surface Water <br />A detailed discussion of TC's surface water hydrology is presented under Rule 2.04.7(2) of <br />TC's Permit (CDRMS Permit No.0-82-056). Relevant excerpts from this discussion are <br />presented in the following paragraphs. The proposed life -of -mine area (includes WMD) for <br />the Foidel Creek Mine is located within the Foidel Creek and Fish Creek watershed areas. <br />Therefore, any mining -related impacts on surface water systems will be confined to these <br />streams and downstream drainages (Foidel Creek is tributary to Middle Creek, Middle Creek <br />is tributary to Trout Creek, Fish Creek is tributary to Trout Creek, and Trout Creek is <br />tributary to the Yampa River. <br />The proposed lease modification area lies near the center of Twentymile Park. While Fish <br />Creek, Foidel Creek, Middle Creek, and Trout Creek flow through the Mine Permit Area, and <br />Fish Creek flows through the southern portion of the Wolf Creek mining area, none of these <br />streams flow through the proposed lease area. The upper reaches of each of these streams are <br />typically characterized by intermittent flows. <br />TC, and previously CYCC, have monitored Fish, Foidel, Middle, and Trout creeks. Relevant <br />baseline and monitoring data is included in the Mining and Reclamation Permits (Permit Nos. <br />C-81-071, C-82-056, and C-84-062, issued by the CDRMS, formerly the Colorado Division of <br />Minerals and Geology and the Colorado Mined Land Reclamation Division). The hydrologic <br />information contained in these permits is incorporated into this application by reference. <br />TC's hydrologic monitoring program is subject to ongoing review under the required Discharge <br />Monitoring Reports (Colorado Department of Public Health and Environment — Water Quality <br />Control Division), Annual Hydrology Reports (CDRMS), and CDRMS review of all permit <br />revision applications, as well as permit Mid -Term Reviews (every 2.5 years) and Permit <br />Renewals (every 5 years). For extension of mining operations into any new area or new seam <br />(including new coal lease areas), the hydrologic monitoring program is reviewed to identify any <br />additional required monitoring sites and/or parameters necessary to document and evaluate any <br />changes in hydrologic conditions. TC presently has a number of active surface water and <br />alluvial ground water monitoring sites along Fish Creek and ground water wells in each known <br />water -bearing unit and is coordinating with the CDRMS on identifying and installing one or <br />more additional ground water monitoring wells in the Wadge/Wolf Creek Interburden. <br />WCR BLM Lease App Narrative 0414.docx Page 12 <br />
