the establishment of stabilizing vegetation. A straw bale or short silt fence will be
installed at the low point(s) in the berm to relieve accumulated run-off.
When the gob pile is filled to capacity, the top of the fill will be graded 2% to 5% to the
back side of the pile (north) to promote adequate drainage. Drainage from the top of the
fill will not be directed over the outslopes of the fill. When each new bench is
constructed, the rough construction face below that point will be completed by grading it
to its final configuration. Benches will be graded to the inside at 5% and graded to drain
to the sides at 1.5% - 5%.
Final reclamation will include completion of the cover material including topsoil, haul
road reclamation and completion of the permanent diversion and collection ditches.
Revegetation will be in accordance with Volume I, Section 2.05.4.
The seed mixture(s) will be hydroseeded or broadcast seeded. Seedbed preparation for
all disturbed areas shall be accomplished by one of two methods. The first method will
consist of extensive roughening by track hoe gouging (pocking). Extensive roughening
provides for increased moisture retention and favorable micro sites for plant
establishment. The first bench on coal mine waste disposal area number 2 may not be
extensively roughened since it was covered prior to the roughening requirement being
incorporated into the plan. The second method will consist of ripping the coverfill, then
placing the required depth of topsoil. The topsoil will then be furrowed along the contour
to retain moisture and curtail rill and gully formation.
All seeded areas will be mulched with certified weed free grass hay or straw.
Approximately two tons of mulch will be used on each acre seeded. Straw or hay will be
anchored using a tackifier, netting, or a tackifier mixed with wood or wood/paper fiber.
The tackifier will be applied in accordance with manufacture's specifications with
consideration of the type and quantity of mulch applied, slope, soil conditions and other
applicable factors.
Reclamation of the two borrow areas created by TR -98 will involve placement of topsoil
and seeding. The slopes will be extensively roughened by track hoe goughing
(pocking). The final grade of the borrow area slopes will range from 1.5H:1 V to 2H:1 V
which will blend in with the existing steep slopes ranging from 10% to 1.5H:1 V or
steeper.
TR -98 - 17 - 06/15
