COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />July 13, 2015 <br />Jerry Nettleton <br />Twentymile Coal Company <br />29515 Routt County Road 927 <br />Oak Creek, CO 84067 <br />RE: Foidel Creek Mine; C-1982-056 <br />Second Quarter 2015, Coal Waste Pile Inspection Report Review <br />Dear Mr. Nettleton: <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) received a quarterly observation <br />report of the refuse pile at the Foidel Creek Mine from North West Colorado Consultants, Inc. (N WCC) <br />on July 10, 2015. The report covers the second quarter, 2015 monitoring period. The site was inspected <br />on June 30, 2015. Compaction tests were conducted on June 23, 2015. The report appears to be in <br />compliance with CDRMS Regulations 4.09.1(11) and 4.10.2(2), unless noted below. <br />The report was stamped by Brian Len a Colorado Registered Professional Engineer. The report was <br />received within two weeks after the inspection was conducted. According to the report, the upper haul <br />road to Areas 2, 3, and 4 of the refuse piles was not accessible during the inspection. Based on the report, <br />NWCC did not observe any signs of instability, structural weakness or hazardous conditions at the pile. <br />The underdrain construction was inspected and found to be incompliance with the plans and <br />specifications. Color photographs of the underdrain construction were included with the report. The <br />seepage area at the toe of the northeast end of the refuse pile expansion area was inspected. The seep was <br />flowing, no signs of washout, slumps or slope instabilities were observed. <br />Three piezometers (RW#1, 42 and 43) were monitored monthly during this quarter. The report indicates <br />refuse coal was being stockpiled and compacted at the time of the June 30, 2015 site inspection.
