Minimal formatting changes were made in this section. CCC estimates that the <br />proposed disturbance area will increase from the previously approved 2,040 acres to <br />proposed 2,353 acres. (rev. p. "Collom-Rule 2, p. 39"). Predicted topsoil salvage volume <br />is in Table 2.04.9-20. CCC anticipates that a minimum replacement thickness will be <br />approximately one foot of topsoil. This section is in compliance with Rule 2.04.9. <br />2.04. 10 Vegetation Information <br />P. 40, 41 - 55 the only changes are pagination and formatting update. <br />P. 54 discussion of Minor Vegetation Communities: Wetlands refers the reader to Exhibit <br />10, Item 7 in Volume 20. The redundant description of the wetlands sampling <br />methodology and delineation, have been removed from this section due to their <br />availability in Exhibit 10. This section is in compliance with Rule 2.04.10. <br />2.04.11(5) Threatened and Endangered Plant Species <br />P. 67, CCC consulted with Colorado Natural Heritage Program and cross- <br />referenced Colorado Rare Plant Field Guide during the 2005 vegetation sampling <br />survey. No rare, threatened or endangered plant species were found in the study area. <br />This section is in compliance with Rule 2.04.11(4). <br />2.04.12 Prime Farmland Investi ag tion <br />CCC consulted with the local USDA NRCS office, available soil survey, and determined <br />that all lands proposed to be disturbed have not historically been used for cropland. A <br />negative determination for prime farmland within the permit area was made. This section <br />is in compliance with Rule 2.04.12. <br />2.05.4(2)(e) A quick perusal of this section indicates that no changes were made. <br />Section 4.06: Topsoil <br />Section 4.06 directs the reader to Section 2.05.3(5); Operations Plan -Topsoil and Section <br />4.06 in Volume 1. Consolidation of text and elimination of redundant discussion is <br />acceptable. This Section is in compliance with Rule 4.06. <br />Section 2.05.3(5) Topsoil and Section 2.04.5(2)(d) provide additional detail regarding <br />topsoil removal, handling and redistribution. These sections are acceptable. The <br />Division has previously approved variable depth topsoil redistribution as described in <br />Section 2.05.4(2)(d). <br />Section 4.15 Vegetation Requirements-Collom <br />No changes in this section until the discussion of field trials. This section references <br />Volume 1, Section 4.15.6. This section does not reference the field trials in South Taylor <br />area (X -pod, tall shrub & low shrub variable topsoil depths). The redundant discussion of <br />the South Taylor Shrub field trial has been removed from this section. This reformatting <br />is acceptable. <br />
