INTEROFFICE MEMORANDUM <br />TO: <br />ROB ZUBER <br />FROM: <br />JANET BINNS <br />SUBJECT: <br />COLOWYO PR4 ADEQUACY REVIEW <br />DATE: <br />7/13/2015 <br />CC: <br />I have reviewed Colowyo's submittal of Permit Revision No. 4 for compliance with <br />the regulations and guidelines, and agreement with the previously approved. As <br />requested I reviewed sections: <br />2.04.9, 2.04.10, 2.04.11(5), 2.04.12, 4.06, and 4.15 for both the South Taylor/Lower <br />Wilson mining area and Collom mining area. Section 2.05.4(2)(e) was reviewed as well, <br />to assure no changes were made in this section. <br />The majority of the sections changes were limited to page formatting and pagination <br />changes. Few substantive changes in the text were made. No changes to previously <br />approved data, or success standards were proposed. <br />Only one adequacy concern was identified: <br />1. Please request CCC correct Table 2.04.9-16: <br />a. The date should be corrected. The table currently reads, "Collom topsoil <br />balance as of March 13, 20151". Please correct the date to reflect 2015. <br />b. Line 3 of the table "Lands yet to be retopsoiled (Line 1 minus Line 2)" Line I <br />= 2352.8 acres. Line 2 = 0 acres. The result for line 3 states that "0" acres are <br />yet to be retopsoiled. The Division believes that the acres for Line 3 should <br />read "2352.8 acres". Please review and correct this line. <br />c. Line 4 is labeled "Lands yet to be retopsoiled". This line appears to be a <br />repeat of Line 3. <br />d. Correction to line 3 and 4 will also affect the result of Line 7. Please make the <br />appropriate correction once the other lines have been corrected. <br />2. Section 4.15.8 Revegetation Success Criteria states that, "Consideration will be <br />given to a revised species diversity standard in the context of a comprehensive <br />revegetation plan revision to be submitted by Colowyo Mine, following <br />approval of PR -02."
