VI. Use of Explosives <br />No specific approvals are granted under this section. <br />VII. Disposal of Excess Spoil <br />No specific approvals are granted under this section. <br />VIII. Coal Mine Waste Banks <br />A. The Division is proposing to approve plans for use, construction and maintenance <br />of a coal mine waste disposal area, (4.10.1(1)). <br />B. The disposal area will be inspected on a regular basis by a qualified professional <br />specialist under the direction of the professional engineer experienced in <br />construction of similar earth and waste structures. Inspection by this person was <br />approved by the Division as appropriate. Following revegetation and final <br />inspection, quarterly inspections were terminated in 1998, (4.10.2(1)). <br />IX. Coal Mine Waste <br />No specific approvals granted under this section. <br />X. Backfilling and Grading <br />A. The Division has approved the applicant's plan for a one-time disposal of non- <br />toxic, non -coal debris in a manner designed to prevent contamination of ground or <br />surface waters. A contingency plan has also been developed to prevent sustained <br />combustion of flammable materials, (4.14.3(1)(a)). <br />XI. Revegetation <br />A. The Division approved the use of introduced species in the reclamation seed mix. <br />The applicant submitted information that showed that the introduced species are <br />desirable and necessary to achieve the approved post mining land use, and is not <br />poisonous or noxious (4.152(3)). <br />B. Methods to measure herbaceous cover and production, species diversity, and woody <br />plant density are discussed in Section 2.05.4(e), pages 2.05-21 to 2.05- 27. These <br />techniques include 25 meter long point -intercept transects on both the reclaimed <br />areas and the reference area. Production will be determined by clipping six 0.5 m2 <br />14 <br />
