permit area with TR51 to 22,443 acres. TC requested to increase the permit area by 80 acres with TR81
for a total permit area of 22,530 acres. Subsequently, with Permit Renewal No. 6 (RN6), the permit area
was cited to be 22,450 acres. In the most recent technical revision, TR83, the permit area was cited to be
22,450 acres. Please review the permit acreage and permitting history and verb that the permit acreage
will be 22,607 acres with the approval of PRIO.
Response: - The Permit Area acreage figure has been checked and updated for consistency. Revised copies of the
referenced page accompany these responses for replacement in the PAP.
11. On revised Map 23; Wolf Creek PRIO Mine Plan Modification map, please depict the affected area
boundary taking into account subsidence affects.
Response: - Revisions and updates to the accompanying Map 23 WC include delineation of the affected area for the
mining activities proposed under PRIO, with consideration of subsidence effects and angle of draw.
Rule 2.05.3; Permit Area
12. Revised page 2.05.13-lindicates the total affected area will be 13,207 acres. When adding up all of the
affected areas listed on this page and including the projected 114 acres to be affected as a result of mining
in the WCR, the Division calculated the affected area to be 13,814 acres. Please review and verb the
affected area acreage. Please be sure to not double count affected acres for underground workings that
will be under currently affected workings. Also, please account for surface affected acres that do not
overlie current or projected underground workings.
Response: - The affected area acreage figure has been checked and updated for consistency. Revised copies of the
referenced page accompany these responses for replacement in the PAP.
Rule 2.05.6 — Mitigation of Impacts of Mining Operations
13. Proposed revised page 2.05-139 indicates that mining of the WCR will require dewatering of two existing
mine water pools in the overlying sealed mine working in the Wadge Seam. At this time, a plan to dewater
the two mine pools has not been submitted to the Division. Further, will the existing mine water handling
system and storage areas be able to handle the additional water pumped from the WCR workings in order
to mine in the panels currently proposed to be mined in the WCR with PRIO that are not under the two
mine pools? If so, please demonstrate this. If not, please provide an update water handling plan to
accommodate the additional water.
Response: - The activities proposed under PRIO will not require and can safely be conducted without dewatering
of the mine water accumulations in the sealed and abandoned Wadge Seam workings (refer to response to
Comment 5). TC may initiate limited dewatering early, which would involve an underground borehole into the
Northern area of accumulated water, with limited drainage of water to TC's existing mine water handling system.
TC is also currently working with a consultant to complete a feasibility evaluation and develop detailed plans for
full-scale dewatering and treatment and discharge of water from these areas. Limited mine inflows are anticipated
in the mining areas covered by the PRIO application, based on TC's experience in mining the overlying Wadge
Seam. These limited mine inflows would be balanced with limited early dewatering, relative to the volume which
can be readily handled by the existing mine water collection, handling, and recycle systems, with little or no change
in the general operation of these systems.
14. Page 2.05-181.10 appears to be missing several paragraphs under the Railroad section that began on page
2.05-181.9. Please submit revised pages to include the information that has been deleted.
Response: - The referenced page has been reviewed and revised to address the omission and assure continuity of
the text description. Revised copies of the referenced page and associated text pages accompany these responses
for replacement in the PAP.
