(EFCI) — Permit No. C-81-014 — Southfield Mine <br />Dear Rob Zuber: <br />By means of the earlier Minor Revision No.66 (MR -66), Energy Fuels Coal, Inc (EFCI) <br />requested and received approval to open a borrow area in an undisturbed area adjacent to the former <br />Davison Road located in the SE portion of the Southfield mine. The purpose of the borrow area was to <br />obtain fill material to construct earthen water bars along the eastern branch of the former Davison road to <br />serve as erosion control on that branch of the Davison roadway. <br />However, subsequent to the approval of MR -66, the contractors, Kessler Reclamation, suggested <br />to the landowner, The Corley Company, to install ditches across the referenced roadway using the ditch <br />excavated material to berm the water bars across the roadway for the purpose of diverting the surface <br />water sheet flow off the road to deter further erosion and rutting in the roadway. Dr. Corley preferred this <br />recommended process because it avoids creating more disturbance for a new borrow area which had been <br />intended to obtain fill material as previously requested in MR -66. The ditch and berm technique is also an <br />accepted practice for road maintenance and erosion control to divert water sheet flow off roadways. <br />Accordingly, MR -67 eliminates the necessity to open the half acre borrow area which would have <br />been located in an undisturbed area. The proposed borrow area shown on the Southfield Mine Area <br />Surface and Groundwater Hydrology map (Map 12) will be removed, the map updated and the half acre <br />of undisturbed ground will be subtracted from the total disturbance area of the mine. <br />Table 2, "Affected Areas for Mining & Reclamation" (page 2.03-40) in the approved permit <br />document has been revised subtracting the 0.5 acre eliminated borrow area from the total disturbance <br />area. <br />Text on Page 2.05-8 of the PAP discussing surface disturbance in the mine area has been revised <br />subtracting the 0.5 acre of the eliminated borrow area from the total disturbance area. <br />Copies of revised Table 2 and Page 2.05-8 are enclosed with this submittal as replacement pages <br />to be replaced in Volume 1 of the permit document. <br />If you have questions or require further information, please contact me. <br />
