Patterson <br />Energy Fuels Coal, Inc. <br />Southfield Mine <br />PO Box 459 <br />Florence, CO 81226 <br />July 1, 2015 <br />Re:SouthfieldMine (Permit No. C-1981-014) <br />Technical Revision No. 46, (TR46) <br />Initial Adequacy Review <br />Dear Mr. Patterson, <br />The Colorado Division of Reclamation, Mining and Safety (the Division) has completed the <br />review of materials submitted by Energy Fuels Coal, Inc.(EFCI)for Technical Revision 46 <br />(TR46).TR46 seeks to abate NOV CV-2013-002, as well as to address issues raised during the <br />review of TR43. Specifically, TR46 proposes a new monitoring well, MWNW-2, to replace the <br />existing damaged well, MW-NW. <br />With theTR46application, EFCI submitted a cover letter with 5appendices: (A) Young Drilling <br />Company Letter; (B) Drilling Procedure; (C) DWR Form GWS-46;(D)Revised Maps;and(E) <br />Revised pages.The application was found complete on May 28, 2015. <br />The Colorado Office of Archaeology and Historic Preservation requested that a map of the <br />proposed location for the well pad be provided, together with the location of areas that may be <br />needed for access, staging and construction. They also asked about the status of the cultural <br />resource inventory in the area. <br />The Division received comments from Dr. Corleyon May 22, 2015 and on June 18, 2015.Dr <br />Corley formally objectedto the drilling of a replacement well based on aperceived risk of fire <br />due to (i) the proximity of existing underground fires and (ii) the possibility of igniting a methane <br />rich atmosphere with a sparkcaused by drilling. <br />The Division also received questionsfrom the Vento groupin various emails.
