The water flowed down the haul road for approximately 200 feet before it comingled with surface <br />water runoff. The Division could not identify the source of the water and investigations of the upland area <br />could not locate the other end of the pipe or any surface discharge immediately above the Who Do portal. The <br />water which was discharging from the pipe was leaving a brown/orange stain on the ground surface. The <br />staining appeared to be consistent with the typical appearance of an iron oxide precipitate. Based on these <br />observations, the Division does not believe the water coming from the pipe is surface runoff. A review of the <br />permit file could not find any record of the pipe. The Division could hear water flowing in the Who Do portal; <br />however, no water was observed coming directly from the portal and the Division did not go underground to <br />investigate further. The Cash and Who Do mines operate as a zero discharge facility and the Reclamation <br />Permit clearly states that no water will be discharged from the mines. The Division has cited several problems <br />in regard to the erosion on the haul roads, the collapsed culvert and the unidentified pipe. Please refer to the <br />first page of this report for additional information regarding the required corrective actions. <br />Cash Mine <br />The Cash Mine was discharging water at the time of the inspection. As noted in previous inspection reports, <br />the water reports to a small sump on top of the waste rock pile. During most of the year the water infiltrates <br />into the sump and does not have a surface expression down gradient from the sump. However, during the <br />inspection the Division observed the water overtopping the sump. The water flowed down the road for <br />approximately 200 feet before it entered a natural drainage channel. The drainage channel reports to a <br />sediment pond immediately below the Cash portal. The sediment pond was partially full of water and no <br />water was discharging from the pond. The Division has asserted that a discharge permit is necessary for the <br />water coming out of the Cash Mine. The Water Quality Control Division of the Colorado Department of Public <br />Health and Environment has determined that a discharge permit is not required for this operation. Additional <br />information regarding the need for a discharge permit can be obtained in the permit file. <br />Structures <br />The following is a list of structures observed throughout the site along with approximate dimensions. <br />Structure <br />1.
