PERMIT #: M-1977-522 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: June 18, 2015 <br />OBSERVATIONS <br />This inspection of the Star Water Resource site was conducted by Eric Scott of DRMS accompanied by Lynn <br />Mayer Shults of LG Everist (LGE). This site lies between the Cache LaPoudre River and "0" Street on the <br />northwest side of the town of Greeley in Weld County, and is bordered on the east by a residential area. The <br />permit was recently taken over by LGE from the previous operator (Star Ready Mix) in a Succession of <br />Operator approved by DRMS on November 25, 2013. At this time, the site has been reclaimed in accordance <br />with AM02 which was approved by DRMS on July 10, 2014. All earth -work has been completed, and the slurry <br />wall has been installed and approved on the western portion of the site. The exposed groundwater lake on <br />the eastern portion of the site has been backfilled to reduce the exposed groundwater area to the pre -1981 <br />acreage. <br />The approval of AM02 in 2014 revised the post -mining land use for the 9.36 acre parcel in the center of the <br />site, where the cement plant owned and operated by Varra Construction is located, to Industrial/Commercial. <br />LGE submitted a partial release request to DRMS on May 13, 2015 to remove this 9.36 acre parcel from the <br />remaining permitted area. DRMS mailed notices on May 14, 2015, and has received no objections to the <br />release of this area from the permit. During the inspection, DRMS verified that the new permit boundary has <br />been appropriately marked, and will therefore approve the release of the 9.36 acre industrial parcel from the <br />permitted area. <br />One issue noted during the inspection on the remaining permitted acreage is the presence of large areas of <br />noxious and nuisance weeds on site. In fact, at this time, large areas of the eastern portion of the site are <br />covered almost entirely with cheat grass and bindweed. Nuisance species such as kochia, and Russian thistle <br />were also present on site. This weed issue has been cited as a problem at this site in the previous 2014 <br />inspection report, and still has not been adequately resolved. Although the reclamation has been largely <br />completed at this site, the permit cannot be released by DRMS until this significant weed issue has been <br />resolved, and the site has been successfully re -vegetated with the species in the approved reclamation plan. <br />No other issues were identified during this inspection.
