The Colowyo employee <br />who participated in the on -the -ground field inspection was Kurtis Blunt. Blasting records were checked with <br />Tracy (Chip) Brown. Martin Stearns and Tony Tennyson participated in office discussions. <br />The weather was warm. The ground was dry. <br />hi the South Taylor Pit the following was observed: <br />The 103 dragline was idle near the north end of the pit. <br />The highwall miner was producing E seam coal along the eastern wall; it has advanced to past half way along the <br />east side (hole 190). <br />The 114 shovel was idle at the time of the inspection. It was near the southeast corner of the pit. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />A water truck was seen controlling dust on the roads. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Pit Fill was inspected from above and below. No rills or gullies were observed. Per Kurt <br />Blunt, there is an area on the fill that requires more topsoil, and this will be done in 2015; it was not completed in <br />2014 because the wet season interrupted this reclamation. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A blast of E2 overburden in the southwest corner of the pit was observed from the overlook at the north <br />end of the pit. The pre -blast sirens were heard, and the all clear signal was heard.
